Portugal continues to top global lifestyle and retirement rankings in 2025. With over 300 days of sunshine, affordable living, and growing rental demand, the country offers investors a rare blend of yield and quality of life. Foreign buyers accounted for about 5 % of all transactions in early 2025 (INE / Idealista). The UK, France, Germany, and the US lead the charge, joined by growing numbers from the UAE and Singapore. Although the Golden Visa property route ended in 2023, Portugal remains one of Europe’s most open countries for relocation:

Despite rising prices, Portugal remains cheaper than most Western-European peers:

  • Monthly costs (outside Lisbon): ~ €1,600 for a couple including rent.
  • Lisbon city centre: ~ €2,400 per month.
  • Healthcare: public system ranks 12th in Europe (WHO Index 2025).
  • Transport: modern metro + rail links to Spain and the rest of the EU.
  • Climate: mild Atlantic winters, warm Mediterranean summers.

Add strong English proficiency and generous expat tax allowances, and Portugal delivers one of Europe’s easiest lifestyle transitions.

Portugal’s holiday-home ownership remains buoyant:

Average stay of foreign visitors: 7 nights (INE Tourism Data 2025).

  • Rental demand: Algarve & Lisbon drive the Airbnb market, but smaller coastal towns now trending as regulations tighten.
  • Mortgage LTV: 70–80 % for foreign buyers, rates ≈ 4.5 % (major banks 2025).

  • IMI property tax ≈ 0.3–0.45 % of VPT
  • Community fees €40–150 / month
  • Insurance €200–300 / year

> “We always tell lifestyle clients: buy where you’d actually holiday,” Herriman says. “If you love the place, guests probably will too.”

5️⃣ Retirement in Portugal

Portugal remains the #1 retirement destination in Europe (International Living Index 2025).
Key draws:

  • Low cost of living and affordable healthcare.
  • Warm, stable climate.
  • Simple residency via the D7 visa.
  • Retiree-friendly taxation under NHR (10 % on pensions).

Popular retiree zones: Lagos, Tavira, Alvor, Caldas da Rainha, and Cascais.
Most retirees spend €2,000–2,500 per month for a comfortable lifestyle including private health insurance.

6️⃣ The lifestyle investor mindset

Lifestyle investors aren’t chasing speculative flips — they’re buying for a blended return:

  • 4–6 % gross rental yield, depending on region.
  • Capital growth of ≈ 5–8 % annually (2025 forecasts).
  • Year-round personal enjoyment and EU residency benefits.

Outlook 2025 → 2030

Eurostat projects Portugal’s population to rise modestly but foreign residency to double by 2030, keeping pressure on supply.

With average property appreciation forecast at ≈ 5 % per year (2025-2030) and long-term rental demand strong, lifestyle assets remain a safe, inflation-hedged store of value.
